The charges are accusations. Rockford News First said Fair is charged with armed violence, possession of cocaine with intent to deliver 100 to 400 grams, and endangering the life or health of a child. The child was not named. Deputies contacted the state child-welfare agency.
The Winnebago County Sheriff's Office told Rockford News First that its narcotics unit had been investigating cocaine sales in the county for several months and had identified Fair as a suspect. On Oct. 5, deputies found him in a vehicle parked near North Court Street and Fulton Avenue. They reported a loaded 9mm handgun on the driver's seat, 126 grams of cocaine, and more than $17,000 in cash. A 2-year-old was in a car seat in the back. The Illinois Department of Children and Family Services was contacted. The child is not named in this story.
WTVO, citing court records, reported that Fair was at the location for a drug sale and that the child was turned over to the state agency. He was taken to the Winnebago County Jail and was expected in court Tuesday afternoon. The accounts used here did not report the result of that hearing.
Armed violence, possession with intent to deliver, and child endangerment are the charges. They are not convictions. All defendants are presumed innocent until proven guilty in a court of law.

A theft filing built from account records is an accusation. It is not a finding that every dollar in the complaint moved the way police describe.
