Pasquotank deputies arrested Jessica Paralee Baldwin on a charge of exploiting an elderly, disabled man.

WCTI and WITN reported that the Pasquotank County Sheriff's Office arrested Jessica Paralee Baldwin, 50, of Elizabeth City, on Oct. 8, 2026. She is charged with felony exploitation of an elderly and disabled adult. Investigators say the man was defrauded of about $21,000. She was booked into the Albemarle District Jail on a $10,000 secured bond.

An exploitation charge is an accusation. It is not a conviction, and it is not a restitution order. The sheriff's office says the case started in June when the county Department of Social Services flagged financial activity. How the money moved, and what her connection to the man was, was not in the public account.

WCTI reported that investigators opened the case in June after Pasquotank County Department of Social Services reported concerning financial activity. The sheriff's office said the man, who is disabled, had allegedly been defrauded of about $21,000. WITN reported the same June referral, the same Oct. 8 arrest, and the same description of an elderly disabled man. Baldwin was taken to the Albemarle District Jail on a $10,000 secured bond.

Neither station reported how she allegedly got access to the money. The sheriff's office asked family members and caregivers to report suspected financial exploitation of elderly or disabled people. A $10,000 secured bond is a release condition if it is posted. It is not a finding that $21,000 was taken.

All defendants are presumed innocent until proven guilty in a court of law.

Amarillo police booked Allen Plumlee on aggravated kidnapping and a third-or-more DWI after a Sunday night crash.

An aggravated-kidnapping booking is an accusation. It is not a conviction. The arrest report says a woman told officers she drove because she feared for her life. That statement is the state's account of the ride. It has not been tested in court.

A Bettendorf credit union employee is charged with taking $28,326.28 from customer accounts, most of them belonging to people who had died.

A theft filing built from account records is an accusation. It is not a finding that every dollar in the complaint moved the way police describe. KWQC reported that one account lost $21,279.51 and that the total across seven accounts was $28,326.28, six of them belonging to people who had died. Those figures are what the charging papers claim.
