U.S. Marshals arrested Robert Reynolds in the 2023 Northeast Philadelphia hit-and-run that killed Billy McWilliams.

The U.S. Marshals Service said Thursday, Oct. 15, 2026, that Robert Reynolds, 22, was arrested at an apartment in the 9200 block of Blue Grass Road in Northeast Philadelphia in the July 2023 hit-and-run that killed 16-year-old Billy McWilliams. FOX 29 and 6abc reported the same arrest. He faces vehicular homicide, involuntary manslaughter, driving without a license, and unauthorized use of an automobile.

Thursday's arrest is the first detention the Marshals, FOX 29, and 6abc have reported in a crash that killed a 16-year-old more than three years ago. Police recovered a vehicle days after the crash and did not make an arrest then. The four counts are the charges on the Marshals release. A court has not tried them.

The U.S. Marshals Service said Thursday, Oct. 15, 2026, that deputies arrested Robert Reynolds, 22, at an apartment in the 9200 block of Blue Grass Road in Northeast Philadelphia. The release says he faces vehicular homicide, involuntary manslaughter, driving without a license, and unauthorized use of an automobile in the July 2023 hit-and-run that killed 16-year-old Billy McWilliams. 6abc reported he was taken into custody Thursday on that block and listed the same four charges. FOX 29 reported the same address, the same age, and the same four counts in the body of its story. A line in that station's brief called one of the counts vehicular manslaughter. The Marshals release, 6abc, and the charge list in the FOX 29 story say vehicular homicide.

FOX 29 reported William "Billy" McWilliams was 16 and was struck while riding his bike near Woodhaven and Byberry roads in July 2023. The station reported police recovered the vehicle used in the hit-and-run on Brous and Princeton avenues days after the crash and were not able to make an arrest then. It reported Thursday's arrest was about five miles from that intersection. The Marshals said the arrest was made with the Philadelphia Police Department's Crash Investigation Unit. An arrest three years later is a charging step. It does not establish who was driving.

Supervisory Deputy Robert Clark said, "The detectives of the Philadelphia Police Department's Crash Investigation Unit deserve tremendous credit for their dedication and persistence in this investigation," and, "Our thoughts remain with Billy McWilliams' family as they continue to cope with this devastating loss," according to the Marshals release. FOX 29 published the same remarks. The release says the Eastern Pennsylvania Violent Crimes Fugitive Task Force, led by the Marshals, worked the arrest with Philadelphia police, Pennsylvania state parole, the state police, the attorney general's agents, and other local agencies. None of the reporting used here gives a bond figure or a next court date. Reynolds is charged. All defendants are presumed innocent until proven guilty in a court of law.

Broward cold-case detectives charged Brittany Hanfield and Sheila Arstil with murder in the 2007 killing of Leon Heron.

Thursday's announcement is the public account of two first-degree murder charges in a killing that sat unsolved for nearly 19 years. Detective David Towsley says the evidence includes DNA and confessions. That is his description of the file. A grand jury indictment of Arstil on Oct. 7, and Hanfield's arrest on Nov. 10, 2025, are charging steps. They are not a trial.

Peoria police and U.S. Marshals arrested Maurice Graves on a preliminary first-degree murder charge in the shooting of Dionna Causey.

Thursday's arrest is the first detention 25News Now has reported in the Oct. 5 shooting. A preliminary first-degree murder charge is the count Peoria detectives filed after the Milwaukee interview. Causey was injured in the daytime shooting, her vehicle hit a South Peoria storefront, and she died that night. The charge is the accusation in the file. A court has not tried it.

Jackson County prosecutors charged Douglas MacDonald with murder in the shooting death of Orian Heckman.

Thursday's charging papers are the accusation. They are not a conviction. KSHB reported MacDonald told police he shot a woman who was trying to break into the house. The Jackson County Prosecutor's Office, as KSHB relayed it, said witnesses described Heckman being shot as she announced she was leaving. Those are competing accounts in the charging record. A jury has not sorted them.
